Office of Student Services

Preservice Teacher Permits

Any individual enrolled in a course that is part of an Educator Preparation Program AND will be in a Pk-12 classroom as part of the course is required to obtain this permit. The permit is not required for currently licensed educators (i.e., students in graduate-level endorsements or administration programs). This means that Judith Herb College of Education will NO longer receive and store BCI/FBI checks. The JHCOE will track permits ONLY.

💡 Permits are required before beginning a field experience (practicum and student teaching internship).

Individuals must log in to their OHID account and apply for the permit through their CORE Dashboard (under My Credentials). The application will then be routed to the institution of higher education (IHE) e-signer, following the same process as initial teaching license applications. Review the Educator Licensure Process webpage for additional information.

What are the validity periods of the permit?

The permit is for three years.  All permits will have an effective date of July 1 and an expiration date of June 30 (the same as all other educator licenses). Valid permits are required before beginning a field experience (practicum and student teaching internship).

What is the cost of the permit?

The cost is $75 for a three-year permit.

When will the permit be available?

The online permit application will be available on or before July 1, 2024.

Will background checks be required?

Yes! The BCI/FBI code associated with this permit is 3319.291

Request two copies of the background check:

    • According to the Ohio Department of Education and Workforce, BCI checks should be sent to the State Board of Education of Ohio.
    • Keep one copy for your use

For your convenience, the UToledo University Police Department is our preferred partner for background checks.
