Biographical/Historical Sketch
Frederick Henry Deering was born on May 9, 1923 in Erie County, Ohio. The son of Frederick Deering and Nellie Mae Smith, Deering attended Ohio State University from 1941 to 1945, where he was a member of Phi Eta Sigma. In 1945, Deering married Dorothy Leona Hartley, who soon became his companion in both the political and personal spheres. An advocate of grassroots politics, Dorothy was also very active in organizations such as Habitat for Humanity and the Erie County Democratic Party. The pair were married for 53 years and had four children: Daryl Lee, Diane Elizabeth (now Mrs. Karle Nolte), Stephen Joel, and Brian Frederick.
In1970, Fred Deering was selected to tour Southeast Asia as a delegate to the Ohio Agricultural Leaders People to People Tour. Deering was elected to the Ohio House of Representatives in 1973, where he represented the 70th House district. He served on the Highways and Highway Safety Committee, the Ways and Means Committee, and served as Chairman of the General Section of Finance and Appropriations. Deering was a member of the Governor’s Committee on Agriculture, the Interagency Pesticide Advisory Council, the Ohio War Orphans Scholarship Board, and the Oversight Committee for the Ohio Veterans Home. Deering served as Chairman of the House Subcommittee to implement agricultural appraisal legislation in 1974.
Deering served Ohio in many different positions. He served twelve years as an Erie County Commissioner, served as State Chairman of the Taxation Committee for the County Commissioners Association of Ohio, served nine years as a member of Perkins Board of Education, spending six years as president. Deering also served on the executive committee of the Erie-Ottawa Mental Guidance Center, in addition to being the owner of a grain and poultry farm.
Throughout his illustrious career, Deering was awarded numerous honors and awards from various organizations. He was awarded the American Farmer Degree from the Future Farmers of America in 1944. In 1955, he was named Ohio’s first Outstanding Young Farmer by the Ohio Junior Chamber of Commerce. Deering was awarded the Erie County 4-H Club Service Award in 1972. In 1979, Deering received an Honorary Membership Award from the Ohio Pesticide Education Association by the Ohio State University Department of Entomology. More recently, Deering was named 1982-1983 Legislator of the Year by the Ohio Public Transit Association, the League of Ohio Sportsmen, the National Wildlife Federation, The Association of Ohio Health Commissioners, The Ohio Environmental Health Association, and by the County Treasurers Association of Ohio.
Scope and Content Note
The materials in this collection include the legislative files of Fred H. Deering, dating from 1975 to 1992. These files include office files, House and Senate Bill files, as well as correspondence. The files are arranged in chronological order, and then divided into the categories noted. Office files are arranged in alphabetical order by subject.
The Office Files include budget information such as appropriations and budget briefing materials, position papers, speeches, press releases, the brochures and pamphlets of a wealth of organizations, reports, permits, campaign literature, articles, editorials, legal papers, statistics, letters and memorandums, as well as a large body of miscellaneous information.
The House and Senate Bill Files consist of legislative reports, letters, appeals, meeting notes, House calendars, fiscal notes, legislative hearing schedules, and preliminary summaries.
Correspondence includes letters, memorandums, invitations, telephone messages, RSVP’s, and pamphlets, as well as fact sheets summarizing letters and telephone calls.
