In order to internationalize the region through the joint efforts of regional community colleges, The University of Toledo (UT) has taken the lead in developing a UT-Community College Internationalization Consortium. UT is serving as the lead partner in a consortium of community colleges in Ohio and Michigan, and has established an international collaboration network with Chinese higher vocational colleges.

The Consortium has begun with a focus on China, in particular on the development of partnerships between community colleges in Ohio and Michigan, and higher vocational colleges in Southeast China.  In the US, the Consortium has approached both the Ohio Association of Community Colleges and the Michigan Community College Association as potential partners; and in China, the China Education Association for International Exchange and the Confucius Institute Headquarters have agreed to partner with the Consortium.
