State Authorization

The University of Toledo (UT) must comply with a state's regulations before any educational activity can occur within that state. Those regulations determine whether UT may offer you a place in a course or program.  The range of educational activities regulated include offering 100% online courses and programs to online and/or campus-based courses that include activities such as internships, externships, co-ops, field experiences, student teaching, and clinical placements. 

UT participates in the National Council of State Authorization Reciprocity Agreement (NC-SARA)Ohio became a SARA state in March 2015. The University of Toledo became a SARA institution in August 2015. This allows students from NC-SARA approved states to enroll in:

  • Online degree programs, certificates, and endorsements that include internships, externships, co-ops, field experiences, student teaching, and clinical placements, and
  • Campus-based courses with out-of-state internships, externships, co-ops, field experiences, student teaching, and clinical placements.

Online Courses and Programs

The University of Toledo's (UT) online courses and programs are available to students in all SARA states. If the programs include internships, field experiences, student teaching, and/or clinical placements, please check with the Program Director if you reside or plan to be educated in Florida, Massachusetts, or California. The following programs include internships, field experiences, student teaching, and/or clinical placements: 

Early Childhood Education - Fast-Track (Degree Completion, Non-Licensure)
Health Information Administration (Degree Completion)
Nursing, RN to BSN (Degree Completion) 
Early Childhood Education (Non-Licensure) (M.Ed.) 
Nurse Educator (M.S.N.) (Requires Bachelor’s Degree in Nursing)
Special Education (M.ED.)
Preschool Special Needs endorsement (PSNE)
Transition To Work (TTW) endorsement 
Reading Endorsement 
Early Childhood Education (ED.S., Requires Master's Degree)
Doctor of Nursing Practice (Requires Master's of Science in Nursing)
Health Information Administration (CHIA) (Requires Bachelor’s Degree)
Nurse Educator Certificate Program (Requires Bachelor’s Degree in Nursing)
Educational Assessment Specialist (Requires Admission to Graduate School)


Courses Within Campus-Based Programs
With Out-of-State Student Activities

The University of Toledo's (UT) campus-based programs that require or offer internships, externships, co-ops, field experiences, student teaching, or clinical placements as part of the program are available to students in all SARA states.

If you reside or plan to be educated in Florida, Massachusetts, or California, please check with the Program Director to be sure there are no restrictions in these non-SARA states.
