Historical/Biographical Sketch

O. Garfield Jones came to the University of Toledo in 1919 after serving in the United States Armed Forces in Manilla during World War I. Prior to this, he had been a high school teacher in the Philippines and in Utah. Jones had also been a professor of Political Science at Morningsdale College in Sioux City, Iowa. Jones was a professor of Political Science at the University of Toledo from 1919 to 1954.

Jones was known as the “Father if Proportional Representation” for his role in changing Toledo’s method of electing councilmen. Jones and his students helped to pass an amendment to Toledo’s charter in 1937 instituting proportional representation. In addition, he wrote a book titled “Background of City Government and Politics in Toledo” in 1948. Jones was also instrumental in changing Toledo’s government from a strong mayor to a city manager form. O. Garfield Jones died on February 19th, 1957. In his memory, the University established the O. Garfield Jones Memorial Scholarship for Political Science Majors.


Scope and Content Note

This collection contains material collected by O. Garfield Jones during his tenure as professor of Political Science at the University of Toledo from 1919 to 1954. The collection dates to 1964 due to a condolence letter written in that year.
The collection contains speeches, election results, pamphlets, letters, and other information about PR voting and election results from the 1930’s to the 1960’s in the form of precinct reports, which are also available in the Ward M. Canaday Center.
The collection was transferred to University Archives from Carlson Library’s Government Documents Department with the collection of election results.
