Law Graduate Emily Morrison Receives Carr Writing Award

Emily Morrison (’17) receives the Judge James G. Carr Writing Award. The award recognizes excellence in faculty-supervised research papers written by upper-level law students.   

Student research papers are nominated by Toledo Law professors. Selection criteria include the importance of the research topic, significance of the discussion, and quality of the research. Winning entries are selected by Judge Carr, a Senior United States District Judge for the Northern District of Ohio.

Emily authored a paper entitled Favored Foreclosure: Granting Special Privileges to Land Banks in Failing Real Estate Markets. The paper analyzes controversial Ohio land bank legislation and successfully argues why such taxation policies are not only constitutional, but they also support community development and revitalization.

Shelley Cavalieri, associate professor of law, supervised the work and nominated Morrison for the award. “[T]his paper achieves so much success and clarity that I plan to use it in my land use planning class during a unit on blight remediation strategies, specifically when we discuss taxation approaches to alter the underlying financial disincentives that make blight such an intractable problem,” wrote Professor Cavalieri. “Her careful reading and exposition of the statutory language unravels highly technical and complicated tax procedure rules, making the material accessible to expert and non-expert audiences alike.”
