Application & Approval Processes
Instructions for the licensure application system and an overview of the approval process can be found on the Ohio State Board of Education Apply for a New License webpage. Applications are good for ~60 days.
UToledo’s Licensure E-Signer reviews all applications. The pieces the institution of higher education must confirm for the approval process are that the teacher candidate has (1) been conferred the appropriate educational credential and (2) passed the required licensure exams for the requested license. Therefore, it is recommended that students submit their licensure applications once they have completed their final courses and taken all their required licensure exams.
Licensure Exams
The current testing requirements for state educational licensure and links to the licensure exam providers can be found on the Ohio State Board of Education Licensure Testing Requirements webpage. Teacher candidates can confirm what exams they need from this webpage. Questions about an assessment (content, structure, registration, payments, etc.) should be directed to the assessment’s provider.
When registering for your exams, indicate UToledo as a recipient of your scores. This ensures that UToledo has access to your exam results via the score reporting systems offered by the exam providers. To maintain data integrity, it is the college’s policy that we only use results accessible in the appropriate score reporting system to make decisions on state educational licensure applications. Student-submitted score reports will not be accepted.
The score reporting systems are updated monthly. In general, exam results are available for UToledo to view after the batch update in the following month. It is recommended that teacher candidates striving to be issued their license in time to be eligible for employment in the coming academic year should complete their required exams by the middle of the June prior to help ensure there is enough turnaround time for the licensure approval process.
OAE Examinees: If you completed an OAE exam and did not indicate UToledo as a recipient for your scores, follow the links on the OAE Request a Copy of Your Assessment Results webpage to learn how to grant score report access to a new recipient.
PRAXIS Examinees: If you completed a PRAXIS exam and did not indicate UToledo as a recipient for your scores, refer to the Sending Your Praxis Scores webpage for how to request an official score report.
Licensure Exam Preparation
Program coursework is the primary resource for exam preparation. It is recommended that teacher candidates not take an assessment until they have completed all program coursework relevant to the assessment’s content.
Complete content exams after completing all content courses.
Complete the Foundations of Reading exam after completing all reading courses.
Complete the Assessment of Professional Knowledge (APK) exam during or after Student
Teaching.

Out of State Licensure
Ohio does not have licensure reciprocity with any other states, so UToledo cannot guarantee eligibility for licensure in other states.
It is recommended that teacher candidates who intend to teach (or at least apply for positions) in states other than Ohio obtain their initial Ohio license and then follow the processes for transferring a license to that other state. Verification paperwork for the licensure transfer process can be sent to JHCOEAdvising@UToledo.edu for completion.
Teacher candidates who intend to apply for positions in other states should research the process and requirements for licensure transferal in advance so they can appropriately prepare. Please reference the appropriate State Department of Education website for such details and connect with them if you have questions about their processes and requirements.
Verification and Documentation Requests
Additional verification and documentation requirements for all licensure processes can be submitted to JHCOEAdvising@UToledo.edu for processing. When submitting, please have all teacher candidate portions complete and indicate in the submission email any previous names and/or your Rocket ID# so that the reviewer can locate your information in the system. Additional identifying information may be requested, if needed.
