Bulent Soykan, Ph.D.

Biography
Dr. Bulent Soykan is a research professor in the Department of Mechanical, Industrial and Manufacturing Engineering at The University of Toledo.
His research bridges artificial intelligence, operations research and control theory to solve complex, real-world problems. He focuses on intelligent systems that can make reliable decisions in uncertain and dynamic environments, with applications in autonomous systems, defense simulations, machine learning and supply chain optimization.
Dr. Soykan’s work includes embodied AI agents, multi-agent systems, autonomous swarm control and large-scale optimization. He also teaches graduate-level courses in computational optimization and simulation and mentors students in emerging areas of AI and autonomous systems.
