Policies and Legal Requirements
Creating accessible digital learning environments is a shared responsibility at The University of Toledo. This page outlines the policies, laws, standards, and roles that guide our digital accessibility efforts and clarify how different units across the university work together to meet ADA Title II requirements.
Institutional Policies
UToledo’s established institutional policies ensure that digital content, instructional materials, and technology are accessible to individuals with disabilities and align with Title II of the ADA and federal accessibility standards.
The Technology Accessibility policy establishes UToledo’s commitment to ensuring that all digital content and services, such as websites, online courses, documents, and instructional technologies, are accessible to people with disabilities and supports UToledo’s Nondiscrimination on the Basis of Disability-Americans with Disabilities Act Compliance policy.
Federal and State Requirements
UToledo’s digital accessibility policies are grounded in federal civil rights law and recognized accessibility standards.
Key Laws and Standards
- Americans with Disabilities Act (ADA) – Title II: Title II applies to public institutions, including public colleges and universities, and supports existing equal access to all provided programs, services, and activities, including digital learning environments.
- Fact Sheet: New Rule on the Accessibility of Web Content and Mobile Apps Provided by State and Local Governments
- Section 504 of the Rehabilitation Act: Prohibits disability-based discrimination in organizations and programs receiving federal funding, requiring them to provide reasonable accommodations and accessible materials.
- Section 508 of the Rehabilitation Act: Establishes accessibility requirements for electronic and information technology developed, procured, or used by public institutions.
- Web Content Accessibility Guidelines (WCAG) 2.1: Internationally adopted accessibility standards that are used to evaluate digital content, websites, documents, and instructional materials.
