Legislation, Mandates and Rulings Affecting UToledo
The University of Toledo is actively navigating a complex and evolving landscape of legal and policy changes originating from various levels of government. Our commitment remains steadfast: to uphold compliance obligations while fostering a supportive learning and working environment where every individual feels welcomed and empowered to succeed.
We recognize that these changes may raise questions and concerns within our campus community. This website was created to provide information and guidance. Updates will be shared as new developments occur.
Advance Ohio Higher Education Act (Senate Bill 1)
The Advance Ohio Higher Education Act (SB1) was signed into law on March 28, 2025. The legislation is effective June 27, 2025, though several provisions in the bill have delayed effective dates. The University has created a website to provide faculty, staff and students with additional information, including the University’s Intellectual Diversity and Controversial Beliefs Policy and Statement of Commitment.
Campus Free Speech Policy
The University is committed to maintaining the campus as a marketplace of ideas for
all students and all faculty in which the free exchange of ideas is not suppressed
because the ideas put forth are thought by some or even by most members of the institution's
community to be offensive, unwise, immoral, indecent, disagreeable, conservative,
liberal, traditional, radical, or wrongheaded.
Section 3345.0215 of the Ohio Revised Code requires that each state institution of higher education establish a process under
which a student, student group, or faculty member may submit a complaint about an
alleged violation of this policy by any employee of the institution.
CAMPUS Act (Senate Bill 94)
The Campus Accountability and Modernization to Protect University Students (CAMPUS) Act requires public institutions in Ohio to create a task force on combating antisemitism, Islamophobia, anti-Christian discrimination and hatred, harassment, bullying or violence towards others on the basis of religious identity.
