Establishing an International Agreement

Center for International Studies and Programs follows university, state and federal policies in managing the development of new international agreements. This is a multi-step process that requires liaising with the various stakeholders, including, but not limited to the Office of Research Compliance, Office of Legal Affairs,  College of Graduate Studies, International Admission, and Office of Finance and Administration.

Step 1: The international institution discusses the proposal for the agreement with the college's international liaison and the Center for International Studies and Programs.  Contact CISP@utoledo.edu.

Step 2: The UToledo College/Department identifies a point of contact (POC) and drafts the MOA (using the UToledo preferred template) and submits to CISP.

Step 3: CISP notifies Dean of the College/ Department and requests initial approval.

Step 4: CISP notifies Provost/President Office and requests initial approval.

Step 5: International Undergraduate Admission and College of Graduate Studies will be notified if the MOA involves student recruitment.

Step 6: CISP sends MOA to Office of Finance and Administration for approval. POC is responsible to answer questions from Finance.

Step 7: CISP sends MOA to Office of Legal Affairs for approval. POC is responsible to answer questions from Legal.

Step 8: CISP sends final MOA to Office of the Provost for signature.

Step 9: POC sends signed MOA to the international institution for signature.

Step 10: Signatures are collected from all parties. CISP sends final MOA copies to the Office of the Provost and Legal to be kept on file.
