Michigan Students Now Offered In-State Tuition at UToledo

michiganThe University of Toledo is launching a new initiative to provide Michigan students the opportunity to earn a high-quality UToledo degree at the same cost as Ohio residents.

New students from Michigan beginning their undergraduate studies at UToledo in Fall 2026 will be offered in-state tuition and pay the same affordable tuition rate as Ohioans, saving them $4,680 per semester.

“This is a great opportunity for our neighbors to the north to experience going away to college at an amazing university without paying out-of-state prices,” UToledo President James Holloway said. “This initiative is also a great way to attract talent to our region. We look forward to welcoming more students from the Great Lakes State to our campus.”

Whether they are heading to college straight from high school, transferring from another university or returning to finish their undergraduate degree, Michigan residents choosing to attend UToledo will automatically receive a scholarship to cover the out-of-state surcharge. No extra forms or special applications are required. The new Rockets will also be eligible for additional merit scholarships awarded by the university through the application process.

UToledo is in a unique position to be a regional public university located so close to the border, and already attracts students, employees and Rocket fans from across the state line. Currently, approximately 11% of UToledo’s undergraduate student body comes from Michigan.

UToledo also has strong partnerships with a number of community colleges in Michigan, making it easy for students to transfer to our campus, including Henry Ford College, Jackson College, Macomb Community College, Monroe Community College, Oakland Community College, Schoolcraft College, Washtenaw County Community College and Wayne County Community College District.

The new initiative expands the in-state tuition opportunity previously offered to residents of the bordering Monroe County to the entire state of Michigan. That partnership was first initiated in 1978.

UToledo is an affordable college experience with strong outcomes for graduates. The University is a top five university for earnings after graduation, according to the U.S. Census Bureau post-secondary employment outcomes data, and among the top three for lifetime return on investment, according to the Bipartisan Policy Center. And this fall UToledo set records for the highest student retention and graduation rates in the institution’s history.


Who is eligible?

The scholarship of up to $4,680 to cover the out-of-state surcharge is available to new undergraduate, degree-seeking Michigan residents who are U.S. citizens or eligible non-citizens who enroll at UToledo for the first time in fall semester 2026 or later. Returning students who previously attended UToledo and have been away for at least two consecutive semesters, excluding the summer term, and return in fall semester 2026 or later also are eligible.

How do I apply?

Eligible students will automatically receive a non-refundable scholarship to cover the out-of-state surcharge. No extra forms or special applications are required.

Is the scholarship renewable?

Yes. Recipients may receive the scholarship until they complete an undergraduate degree at UToledo.

Will the scholarship impact my eligibility for other aid (scholarships, grants, student loans, federal work-study)?

Possibly. You will receive a notification from the Office of Student Financial Aid if adjustments to your aid are required.

I am an undergraduate Michigan resident already attending UToledo. Do I qualify?

This is a new scholarship starting in fall semester 2026 for new students from Michigan. Current students who receive aid that reduces their out-of-state surcharge will remain eligible to receive it, subject to the Terms and Conditions set forth by the aid provider.

I am an online student. Can I receive this scholarship?

The scholarship covers the out-of-state surcharge of up to $4,680 per semester for students taking classes on campus. UToledo’s 100% online degree programs separately have a $5 per credit hour surcharge. Visit the Tution and Fees website  for more information. 

I am a Graduate Student. Can I receive this Scholarship?
