Government Certification Resources

Government certifications can strengthen your position as a small business in the competitive public procurement space. These certifications not only demonstrate your eligibility for set-aside contracts—they also help you stand out in federal and state supplier directories.

Whether you’re a woman-owned business, a veteran entrepreneur, or operating in an economically disadvantaged area, the right certification can open doors to exclusive opportunities.


State of Ohio Certification Programs

The Ohio Department of Development offers several certification programs that increase access to state contracts and procurement opportunities. You'll access and apply for all state certifications through the Ohio Business Gateway, which supports accessible forms and secure login through OHID.

Minority Business Enterprise (MBE)

The MBE Certification is designed for businesses that are at least 51% minority-owned and controlled. MBE-certified companies can compete for contracts set aside specifically for minority businesses across Ohio.

Encouraging Diversity, Growth, and Equity (EDGE)

The EDGE Program promotes access to state government contracts for socially and economically disadvantaged business owners. This certification is particularly valuable in construction, professional services, and supplier categories.

Women-Owned Business Enterprise (WBE)

Ohio's WBE Certification supports businesses that are at least 51% owned and operated by women. This certification helps ensure equitable access to public sector opportunities.

Veteran-Friendly Business Enterprise (VFBE)

The VFBE Program offers veteran-owned businesses bonus scoring and preferences in state procurement. To qualify, the business must satisfy one of the criteria listed in the eligibility section of their program website. 

 


Federal Certification Programs

The U.S. Small Business Administration (SBA) offers certifications that expand access to federal contracts and development programs. All SBA certifications can be managed through the MySBA Certifications platform, which is fully accessible and mobile responsive.

8(a) Business Development Program

The 8(a) Certification supports small businesses that are socially and economically disadvantaged. This nine-year program includes eligibility for sole-source contracts and business training.

Women-Owned Small Business (WOSB)

The WOSB Federal Contracting Program helps women entrepreneurs access contracts in underrepresented industries. Some contracts are reserved for WOSB-certified firms.

HUBZone Certification

Businesses located in historically underutilized business zones may qualify for the HUBZone Program. Certification can give you a pricing advantage in federal bids and access to set-aside contracts.

Veteran-Owned and Service-Disabled Veteran-Owned Small Business (VOSB/SDVOSB)

Veteran-owned small businesses can apply for federal recognition through the SBA’s VetCert Portal, formerly managed by the VA. These certifications increase access to VA and other federal contracts.


Improve Visibility with the SBA Business Search Tool

Once certified, businesses can increase their exposure by appearing in the Small Business Search, the primary directory federal agencies use to find eligible small business suppliers.


What to Expect During the Application Process

Whether you're applying at the state or federal level, here’s a general outline of what the process looks like:

  1. Determine eligibility based on ownership, control, and business location.

  2. Gather required documentation, such as tax records, proof of ownership, and resumes.

  3. Submit your application online through the appropriate state or federal portal.

  4. Respond to any follow-up requests for clarification or additional materials.

  5. Maintain your certification by keeping records up to date and reapplying as needed.
