Professional Biography

Alissa Karg Girard is the Ohio APEX Accelerator Business Consultant within the University of Toledo’s Business Incubator. The APEX Accelerator empowers northwestern Ohio businesses with tools, knowledge, and resources to successfully navigate, compete and perform in the government marketplace. Alissa works closely with federal, state, and local government agencies, as well as leading industry organizations, to link APEX clients with the opportunities and insights to deliver, innovate and sustain growth.

Alissa holds a Master of Public Administration degree from the University of Michigan’s Ford School of Public Policy with a focus on organizational development.

Although from the greater Toledo area, Alissa has worked in humanitarian assistance and economic development in some of the world’s most fragile contexts since 1996. She has over 20 years of experience managing federal government and private sector award portfolios, and has a deep, practical understanding of business development, award implementation, compliance, and performance reporting.

Alissa has held senior management roles with Corus International and Mercy Corps, leading a $9m public-private agribusiness partnership and a $16m collaboration, learning, and knowledge management consortium supporting a $300m development assistance portfolio in West Africa.

Prior to joining the Ohio APEX Accelerator at the University of Toledo, Alissa worked as a management consultant, providing high-touch proposal development and training and technical assistance for various federal government bidders and prime awardees. Her expertise spans technical and strategic advising, organizational capacity strengthening, and research, learning and technical writing.
