Strategic Goals
Grow Scale and Competitiveness
Increase the quality, volume, diversity, and success of externally sponsored research, including major interdisciplinary proposals and awards. Growth will be reflected not only in expenditures, but also in a stronger funding pipeline, broader faculty participation, increased federal competitiveness, and the capacity to lead complex programs.
Build National Distinction
Concentrate talent and investment in areas where UToledo has credible strengths, regional advantage, and alignment with national priorities, including the growing requirements of the defense and national-security enterprise. Distinction will require sustained leadership, cluster-style recruitment, graduate and postdoctoral capacity, modern infrastructure, trusted partnerships, visible scholarly and translational outcomes.
Enable Faculty and Student Success
Create an environment in which faculty can pursue ambitious research and students can participate meaningfully in discovery and innovation. UToledo will strengthen mentoring and research development, align workload and incentives, and expand undergraduate, graduate, professional, and postdoctoral opportunity.
Modernize Research Infrastructure and Operations
Strengthen research infrastructure, administrative systems, data capabilities, services, and governance to support a growing research enterprise with greater efficiency, transparency, responsiveness, and responsible stewardship. UToledo will modernize laboratories, shared resources, processes, and research systems; reduce avoidable administrative burden; use reliable data to guide decisions; and maintain strong compliance and research-security capabilities.
Expand Partnerships and Innovation
Deepen collaboration with government, industry, healthcare, national laboratories, economic-development organizations, educational partners, and communities. UToledo will strengthen commercialization, entrepreneurship, technology transition, workforce development, and other pathways that connect expertise and discovery with use.
Translate Research into Impact
Produce and demonstrate measurable benefits for health, economic competitiveness, environmental resilience, energy and national security, workforce capability, quality of life, and the advancement of knowledge. Impact will be assessed through outcomes, adoption, recognition, and public value - not activity alone.
Areas of Strategic Focus
UToledo sustains excellence across the breadth of the research enterprise while directing addtional growth and investment toward six areas of institutional strengths, regional assets, partner demand and national priorities create the greatest opportunity for distinction.
Energy, Advanaced Materials, and Glass Innovation
Photovoltaics; advanced materials; glass science and manufacturing; nuclear energy and workforce; power systems; and energy resilience. This area builds from UToledo's established research capabilities and northwest Ohio's concentration of energy, glass, and industrial assets.
Advanced Manufacturing and Industrial Innovation
Digital engineering; intelligent manufacturing; automation; materials processing; quality and process optimization; industrial workforce; and technology adoption. This area connects engineering and applied research with the needs of the region's manufacturing base.
Health, Clinical, and Biomedical Innovation
Clinical and translational research; cancer; cardiovascular and infectious disease; pharmacy; simulation; human performance; medical technology; and population and community health. This area connects UToledo's academic health center, clinical enterprise, colleges, institutes, and external health partners.
Water, Environment, and Great Lakes Sustainability
Freshwater ecosystem health; drinking water; harmful algal blooms; nutrient runoff; environmental monitoring; public health; and environmental resilience. This area builds on UToledo's Lake Erie location, scientific strengths, and responsibility to the Great Lakes region.
Artificial Intelligence and Advanced Computing
Trustworthy and use-inspired AI; AI for science; data science; high-performance and secure computing; and applications across manufacturing, health, energy, the environment, education, and public systems. AI is both an area of distinction and an enabling capability across the research portfolio.
Defense National Security, and Autonomous Systems
Autonomous systems, unmanned platforms; digital engineering, modeling, simulation, and digital twins; advanced manufacturing, materials, sensors, and resilient energy; medical simulation and human performance; operational experimentation; and dual-use technology demonstration and transition. UToledo will use its position at the center of the I-75 defense corridor between southeast Michigan and Dayton, its R1 capabilities, and its growing federal and industry relationships to connect regional assets with national-security needs.
