New DLAR Per Diem Rates Go Into Effect July 1, 2026

As your resource at The University of Toledo for research animal care and support, the Department of Laboratory Animal Resources (DLAR) takes great pride in the services we provide to support the research mission at UToledo. Animal facilities are required by the National Institutes of Health (NIH) to analyze expenditures and fees for services and make adjustments where needed. In Spring 2025, this analysis was completed in accordance with the guidelines established by the NIH’s Cost Analysis and Rate Setting Manual for Animal Research Facilities.

As a result, a three year roll out of new rates went into effect July 1, 2025. Year two of this increase will take effect on July 1, 2026.

New FY2027 Per Diem Rates

Rates are calculated at per cage per day.

Mouse Per Diems

  • SPF:  $0.92
  • Special:  $1.06

Rabbit Per Diems

  • Per Cage:  $3.35

Rat Per Diems

  • SPF:  $1.13
  • Special:  $1.69

Tech Time

  • $30.75 per hour
    $7.69 per 15 min.

Vole Per Diems

  • SPF:  $1.26
  • Special:  $1.90

Senior Tech Time

  • $41.00 per hour
    $10.25 per 15 min.

SPF per diem includes 2 cage changes per 2 week cycle. Additional cage chanes will result in additional tech time charges.

Rates for veterinary services, import/export administration and administrative services fees will be reviewed in July and may increase as well.

Researchers are encouraged to plan for cost increases of 5% - 7% for July 1, 2028 and beyond when preparing budgets for sponsored programs involving animal research activities.

We understand that changes to per-diem rates can significantly impact grant budgets and fiscal planning. DLAR continually strives for operational efficiency and uses strong financial management procedures. The new per diem rates effective July 1, 2026 and 2027 are posted on the DLAR website. Training and Facility Access for Summer Students

We recently learned that students who are not registered for at least 1 credit hour during the summer sessions have been automatically deactivated in Banner until the fall semester begins. As a result, impacted individuals do not have access to Test Bank or the DLAR facility. This is a university system process and is not managed by DLAR.
 
If someone in your lab has been deactivated, your department administrator will need to submit an Affiliate request for that individual. Once reactivated as an Affiliate, their access to Test Bank and DLAR will be restored.
 
Please be sure to follow up on this as soon as possible to avoid delays in completing training and/or DLAR access.
