New DLAR Per Diem Rates Go Into Effect July 1, 2026
Posted May 14, 2026
As your resource at The University of Toledo for research animal care and support, the Department of Laboratory Animal Resources (DLAR) takes great pride in the services we provide to support the research mission at UToledo. Animal facilities are required by the National Institutes of Health (NIH) to analyze expenditures and fees for services and make adjustments where needed. In Spring 2025, this analysis was completed in accordance with the guidelines established by the NIH’s Cost Analysis and Rate Setting Manual for Animal Research Facilities.
As a result, a three year roll out of new rates went into effect July 1, 2025. Year two of this increase will take effect on July 1, 2026.

Researchers are encouraged to plan for cost increases of 5% - 7% for July 1, 2028 and beyond when preparing budgets for sponsored programs involving animal research activities.
We understand that changes to per-diem rates can significantly impact grant budgets and fiscal planning. DLAR continually strives for operational efficiency and uses strong financial management procedures. The new per diem rates effective July 1, 2026 and 2027 are posted on the DLAR website. Please reach out to the DLAR business office at DLAR@UToledo.edu with any questions or concerns you may have.
