Foreign Credentialing
Evaluation of Foreign Credentials Information
Credential evaluations must be from one of our approved partners:
- Educational Credential Evaluators (ECE)
- SpanTran/The Evaluation Company (TEC)
- World Education Services (WES)
If your official transcripts are sent to us along with the completed evaluation report, you do not need to send additional copies of the official transcripts to us separately.
If you already have a valid (non-expired) evaluation from one of the approved partners, please contact them to have a copy sent directly to the University of Toledo Graduate Admissions Office.
Applications completed after January 4, 2026
A foreign credential evaluation is required for all applicants who have completed coursework or degrees at international institutions.
Applications completed by January 4, 2026
A foreign credential evaluation is required for applicants to programs in the College of Business, College of Medicine and Life Sciences, College of Arts, Social Sciences and Education, or to the Master of Public Health (MPH) or Master of Science in Occupational Health (MSOH). Evaluations are strongly recommended for applicants to all other programs.
Please note
The Office of Graduate Admission was closed for Winter Break from December 20 through January 4. Materials submitted over the break is currently being processed. All required items must be submitted by January 4th for the application to be considered complete.
- Electronically submitted materials must be received by January 4, 2026
- Hard copy materials must be postmarked on or before January 4, 2026
Ordering Evaluations From ECE
ECE offers a 10% discount on the report and a free copy sent to the University of Toledo for UToledo applicants.
To receive the discount, please visit the ECE Select Application and select the Course by Course Report. Review the ECE official documentation requirements carefully, as they vary by country.

SpanTran offers a 20% discount and 5 business day standard turnaround exclusively for UToledo applicants.

Please visit WES and order the Course-by-Course International Credential Advantage Package (ICAP).
When ordering your evaluation you must designate the University of Toledo Graduate Admissions as the recipient of all credential evaluations. The electronic evaluation report will be delivered directly to UToledo.
