University Law Enforcement Officer

All University Law Enforcement Officers (both police officers and sergeants) are represented by the University of Toledo Police Patrolman's Association (UTPPA), which is a member of the International Union of Police Associations (IUPA).

The University of Toledo has worked diligently to assemble a wage and benefits package designed to attract the best and the brightest of applicants.

Wages

Starting pay for a University Law Enforcement Officer (ULEO) is $20.04 per hour ($41,684.03 annually) for people who are not certified Ohio Peace Officers.

Starting pay for applicants who have completed the academy is $21.57 per hour ($44,861.64 annually).

The current agreement between the University and the University of Toledo Police Patrolman’s Association (UTPPA) – the union that represents all officers and sergeants – includes annual step increases, as well as shift differential and longevity.

The top rate of pay for a police officer, bargaining unit classifications ULEO 1 and ULEO 2, is $25.65 ($53,357.33 annually).

Officers who meet the following criteria may be considered for the classification of Senior ULEO 2, which has a pay scale ranging from $27.37 ($56,932.14 annually) to $28.11 ($58,476.81 annually):

  • 4 years of service with the department

  • A bachelor’s degree

  • Above average evaluations

  • No disciplinary record

  • No sick leave abuse

  • Self-improvement training

Sergeants, or ULEO 3s, have a pay scale from $28.54 ($59,359.48 annually) to $29.80 ($61,985.42 annually).

Shift Differential

The wages listed above are based on an officer working first shift (days). Shift differential based upon shift assignments adds an additional $.40 per hour ($832 annually) for officers on second shift (afternoons), $.25 per hour ($520 annually) for those on third shift (midnights), or $.35 per hour ($728 annually) for those on swing shift (overlapping afternoons and midnights).

Benefits

UTPPA members are part of the Ohio Public Employees Retirement System (PERS), for Law Enforcement Officers. As part of this plan, they may retire at age 52 (or later), if they have completed at least 25 years of service in PERS-LE. The employee’s contribution is 9% of each paycheck. The University contributes 16.7% The University also provides, at no cost, a group term life and accidental death and dismemberment policy. The coverage for UTPPA members is 2.045 times base annual salary.

The University also provides an extensive health care benefits package, which includes medical visits, prescription drugs, dental care, and a vision plan. In addition to retirement, life insurance, and health care benefits, UTPPA members, their spouses, and dependents, may also take advantage of the various tuition benefits offered by the University. They include everything from partial to free tuition for undergraduate, graduate, or continuing education coursework.

Requirements

Candidates for the position of University Law Enforcement Officer for the University of Toledo must meet minimum qualifications to include:

Candidates must be at least twenty-one (21) years of age on or before date of written examination; possess a valid driver's license; meet minimum standards of physical condition/fitness; and have a valid Ohio Peace Officer Training Certificate, or be currently enrolled in an OPOTC-certified police academy.

In addition, candidates must submit to a drug/urinalysis test; have completed 96 quarter hours/64 semester hours of college level academic credits from an accredited college or university (having earned a GPA of 2.0 or higher); OR education may be substituted with five (5) years of continuous active full-time law enforcement experience (as a state-certified peace officer) with a state certified law enforcement agency.

Finalists must successfully pass a physical fitness exam; psychological exam; polygraph exam; written and oral testing; interview processes; and a thorough background investigation; etc.  Candidates who meet minimum qualifications will be contacted by mail with testing information. 
 


Selection Process Phases for Candidates

Phase 1 – Written Examination

The first phase of the selection process for University of Toledo Law Enforcement Officer is the written examination phase. This written examination is comprised of a series of law enforcement-related questions requiring applicants to achieve at least a seventy (70) percent score or higher. Applicants are then ranked on the basis of their final score on the written examination.

Phase 2 – Physical Fitness Examination

The second phase of the selection process for University of Toledo Law Enforcement Officer is the physical fitness examination phase. This examination is administered by certified physical fitness coordinators on staff with The University of Toledo Police Department. All applicants are tested on the below listed categories and all applicants must achieve the minimum requirement or higher. Failure to pass any phase of the physical fitness examination would be cause for the applicant to be removed from the selection process. ALL APPLICANTS ARE HIGHLY ENCOURAGED TO PRACTICE THESE EXERCISES PRIOR TO THE PHYSICAL FITNESS EXAMINATION.

Phase 3 – Interview Assessment Panel

An interview panel will be convened by the Chief of Police for purposes of evaluating each applicant on their responses to a series of pre-selected questions. This panel is commonly made up of police command officer(s); police officer(s); members of the University community; and members of other entities as designated by the Chief of Police.

Phase 4 – Chief and Deputy Chief of Police Interview Assessment

Applicants who pass the polygraph examination will then be interviewed by the Chief and Deputy Chief of Police. Both will interview each applicant for purposes of evaluating the applicant’s responses to a series of pre-selected questions. Upon conclusion of this interview, both will assess each applicant individually based on a totality of all phases completed by the applicant.

Phase 5 – Background Investigation

A University of Toledo Police Department Background Investigator will be assigned to conduct your pre-employment background investigation. The Investigator will utilize information contained in your completed background packet in addition to information from other sources. You will note that the packet covers in part, the following: Personal and family history; marital status; education; military service (if applicable); employment history; previous law enforcement applications; traffic record history; criminal record history; police contact history; general information inquiry; and personal references. 

The background investigation phase normally takes three weeks to complete; however, in some instances it may be longer, particularly if you have had past jobs or residences in other cities or states. Should you have any questions at any point during the background investigation phase, you should contact your Background Investigator through the main campus police dispatch.

NOTE: Certain contents of your background investigation may be considered confidential police records and thus, not available for release to you for review. Furthermore, your responses on the background packet will be subject to verification including verification via source documentation.

Phase 6 – Conditional Offer of Employment

Applicants who advance to this phase will be offered a “conditional offer of employment” by the Chief of Police or his designee. This offer of employment is “conditional” based on the applicant successfully passing the remaining phases of the selection process.

Phase 7 – Polygraph Examination

Applicants who advance to this phase will be required to complete a pre-employment polygraph examination conducted by a certified polygraph examiner. The specific questions asked will be designated by the examiner as requested by the University of Toledo Police Department. It is incumbent that applicants advancing to this phase be truthful in answering all questions posed by the polygraph examiner.

Phase 8 – Psychological Profile Evaluation

The psychological profile evaluation helps to ascertain if the applicant’s personality is suited for being a University Law Enforcement Officer. The applicant will be required to complete the psychological evaluation by a licensed psychologist selected by the University of Toledo Police Department. Upon completion of the evaluation the applicant may be required to be interviewed by the same psychologist. Your complete psychological profile evaluation will then be forwarded to the Chief of Police or his designee for review.

Phase 9 – Medical / Drug Urinalysis Examinations

The applicant will be required to complete an employment medical examination conducted by a licensed physician selected by The University of Toledo Police Department. The purpose of the examination is to determine the applicant’s general medical fitness for being a University of Toledo Law Enforcement Officer. The examination will include pre-employment drug urinalysis screening.

Upon successful completion of the medical and drug urinalysis examinations, the applicant will be eligible for employment as a University of Toledo Law Enforcement Officer.

Phase 10 – Field Training Officer Program

Newly hired University of Toledo Law Enforcement Officer’s will be required to successfully complete a regimented Field Training Program. In addition to this program, newly hired officers will start a probationary period lasting a period of twelve (12) months. Officers successfully completing both the Field Training Program and the probationary period will advance to becoming a permanent University of Toledo Law Enforcement Officer.
