H-1B iRocket User Guide

Welcome to the instructions for iRocket, UToledo’s immigration database portal. The portal is now being used to gather information for H-1Bs.

iRocket is a web-based interface that allows users to submit data to UToledo’s electronic immigration database. iRocket eliminates the need for paper forms and ensures that accurate, relevant information is added to the database.

General Instructions

Hiring/sponsoring departments and H-1B beneficiaries (current and future employees in H-1B status) will submit forms and upload documents directly to the portal starting August 2023.  After February 28, 2024, CISP will no longer accept submissions outside iRocket.  

Update Your Information

Definitions

Bargaining

When an H-1B Beneficiary’s position is part of a Collective Bargaining Agreement (such as CWA, AAUP, or AFSCME), the e-form group to be completed is under “H-1B Department Forms (Bargaining). The Actual Wage Explanation and Actual Wage Memo to the Public Access File are NOT needed.

Business Manager

Each department has a Business Manager who is responsible for the financial aspects of the department.  Also known as Budget Manager.

Center for International Studies and Programs (CISP)

CISP is the hub for all things international.  CISP houses Education Abroad, International Student and Scholar Services, Employment Based Immigration Services, Yanshan University Collaboration, and American Language Institute.

Department Contact

This is the person who generally submits all the forms for the department.  The Department Contact is the person who has access to iRocket to submit e-forms.  

Department Hiring Authority

This is the chair, dean, director, etc., of the department who has the authority to hire employees and authorize the payment of fees, etc. (Also known as Second Approver and Third Party.)

Direct Supervisor  

This is the person to whom the H-1B employee will report.  (The Contact, Hiring Authority, and Supervisor are sometimes the same person.)

Grants Accountant

If the H-1B employee will be working on a grant, be paid by a grant, or is otherwise affiliated with a grant, the Department must include the name of the Grants Accountant in charge of reviewing that grant.

H-1B Beneficiary

Also known as the person that a UToledo Department wants to hire and sponsor for H-1B status.  The H-1B Beneficiary can be a current UToledo employee, student, or scholar, or someone who is new to UToledo.  E-forms and instructions may refer to the “employee” or “beneficiary.”  These terms are interchangeable.

HRTD Consultant

The Human Resources and Talent Development Consultant is the person in either Human Resources or Faculty Affairs who is responsible for processing the hiring paperwork for employees in your department.

Labor Condition Application Notice of Filing (NOF of LCA)  

Employers sponsoring employees for H-1B status are required to post the Notice of Filing (NOF) of H-1B Labor Condition Application (LCA).  At UToledo, this process was usually performed by the Hiring Department using physical notices to alert employees in the same occupation.  However, the new online process now allows CISP to post the NOF on our Human Resources website.  Each NOF will be posted for 10 days.  If employees within your department have questions about how the hiring of this employee affects them, please direct them to Notices of Filing of Labor Condition Applications for H-1B/E-3 Employees on UToledo Human Resources Employment.*

In compliance with Department of Labor requirements for employers petitioning for H-1B visas, this page lists positions for which The University of Toledo intends to hire H-1B employees.  Candidates have already been selected to fill the positions.  The "Notice of Filing of H-1B Labor Condition Application" is not a posting for an open position.

Complaints alleging misrepresentation of material facts in the Labor Condition Application and/or failure to comply with the terms of the Labor Condition Application may be filed with any office of the Wage and Hour Division of the United States Department of Labor at www.dol.gov/whd.

After completion of the required posting periods, the Labor Condition Applications and Notices of Filing are available for public inspection at Center for International Studies and Programs, Snyder Memorial Room 1000, 2801 W. Bancroft Street, Toledo, Ohio, 43606.

Non Bargaining

When an H-1B Beneficiary’s position is NOT part of a Collective Bargaining Agreement (such as CWA, AAUP, or AFSCME), the e-form group to be completed is under “H-1B Department Forms (Non Bargaining). The Actual Wage Explanation and Actual Wage Memo to the Public Access File need to be completed.

Office of International Student and Scholar Services (OISSS)

OISSS is an office within CISP.  OISSS is the original spot for iRocket, so sometimes, communications will come on an OISSS template.  When the content is regarding an H-1B employee, the contact will always be Maryam Sediqe or Anne Bennett.  CISP, OISSS, and International Office may be used interchangeably.

Second Approver

Also known as Third Party.  The person who must approve the e-form.  Most often this is the Department Hiring Authority.  But for some forms, such as Deemed Export Certification Part A, the Second Approver is another entity (Compliance Analyst, Export Control). Second Approvers only have limited access to iRocket with a temporary login for each e-form sent to them for review.

Uploading Files

iRocket only accepts the following extensions:  pdf, jpg, gif, png, or bmp.  Please upload files as pictures or scans.  To scan documents with your phone, consult directions for Androids and iPhones. 

Validity Period

The time period during which an H-1B petition is valid.  The I-797 H-1B Approval Notice gives the dates that start and end the period during which an employee is in H-1B status.
