Sponsored Programs
Sponsored Programs at The University of Toledo are administered by the Office of Research and Sponsored Programs (ORSP), which supports faculty, staff, and students in securing and managing external funding for research and scholarly activities. The office provides assistance with proposal development, budget planning, regulatory compliance, and contract management, helping advance research that addresses local and global challenges.
Research Compliance
Research compliance covers a wide range of areas ensuring that UToledo researchers are conducting research responsibly and ethically. We ensure that UToledo adheres to specific regulations governing a variety of types of research (e.g., human subjects and animal research). Research Policies provide operational procedures and governing documentation.
Getting Started
Proposal submission confirms UToledo’s agreement to the sponsor's award terms and conditions. During the pre-award review, unfavorable or unacceptable award terms and conditions may be addressed.
However, when a proposal is submitted without ample time for pre-award review, there is the potential for an incomplete or inaccurate submission, but also the risk of award terms and conditions to which the University is not able to agree. If ORSP is unable to negotiate removal of such terms and conditions at time of the award, the University will decline the award.
Note: Below are minimum lead times. Some collaborators require longer lead times.
Initiating an InfoEd Record
Proposals with subrecipients (subcontracts) or UToledo is the subrecipient: at least fifteen business days prior to submission deadline;
Proposals without subrecipients: at least ten business days prior to the proposal submission deadline.
Endorsement
The endorsement process must be completed five business days prior to the submission deadline or lead/prime entity’s due date.
A budget ready for endorsement includes all co-investigators, all additional key personnel, and a budget justification. The endorsement process happens in InfoEd where the budget is routed to co-investigators, deans, and chairs of all represented departments for review and approval.
Budget changes should not be made once marked final by the Grants coordinator. While the record is in endorsement, faculty will be unable to edit the InfoEd record.
Frequently Asked Questions
Where can I find program announcements and solicitations?
The University of Toledo subscribes to Infoed Global's SPIN Plus, a premier funding opportunity search engine with over 40,000 current opportunities across all disciplines. SPIN features a customizable personal profile and search-specific email alerts. Other search options can be found on the Find Funding page, the Foundation Center's online directory for foundations, and the University librarians' Home - Funding Sources - LibGuides at The University of Toledo Libraries (utoledo.edu).
For more information, contact Rick Francis, Director of Research Advancement and Information Systems.
How do I apply for a limited submission?
A limited submission refers to a funding opportunity that places a limitation on the number of proposals a single entity can submit each cycle. UToledo has an internal selection process in place to determine which applicants will be submitting to a sponsor for consideration.
For more information, contact Eva English, Director, Grants Development and Strategic Partnerships.
I have questions on the budget for my proposal. Can ORSP help me?
Yes- Sponsored Programs can assist with salaries, fringe benefit rates, indirect cost rates and calculations and more. Speak with your grants coordinator for assistance with budgets.
Who is the authorized official?
The Vice President for Research is the authorized official for UToledo. Only the VPR may enter into a sponsored research agreement on behalf of the University.
My grant ends this year. How can I get an extension?
Complete the No Cost Extension webform to begin the process with the Sponsored Programs.
What is the difference Between COI Training and COI Disclosure?
COI training and COI disclosure are related but distinct components of the University’s compliance with federal regulations regarding research integrity and ethics.
Can I apply for funding opportunities that require applicants to have a non-profit tax exempt (501c3) status?
If the funding opportunity's eligibility guidelines only allow for a nonprofit (501c3) to apply, then The University of Toledo Foundation typically submits and accepts the award on behalf of the University, but the budget is completed through Sponsored Programs and InfoEd. See flow chart for more details.
My question is not here. Who can I contact with questions?
