William McMillen, Ph.D.
William McMillen, Ph.D., was appointed Provost and Executive Vice President for Academic Affairs in May 2010, at the University of Toledo. He also serves as the university’s vice president for government relations and chief of staff in the Office of the President. Since serving as Provost and Executive Vice President for Academic Affairs, Dr. McMillen has overseen the creation of new colleges such as the College of Innovative Learning, which will oversee the first year experience for freshmen beginning in the fall of 2011 and the three new colleges of Languages, Literature and Social Sciences, Natural Sciences and Mathematics, and Visual and Performing Arts after the dividing up of the College of Arts and Sciences. He has also revitalized the Study Abroad/International Students programs, established the University of Toledo Press, and continued the accreditation work in preparation for the February, 2012, visit of the Higher Learning Commission to campus. In 1982, Dr. McMillen was hired as assistant to the president at the Medical College of Ohio (MCO) following several years as a faculty member and administrator at Bowling Green State University. He worked at a variety of senior level positions at MCO involving government relations, fund-raising, communications, and affirmative action while servicing four presidents. For ten years, he was also Secretary to the Board of Trustees. He was responsible for overseeing the legislation in the state General Assembly that changed the name of the Medical College to the Medical University of Ohio. While serving in a joint role as vice president for government relations for both the Medical University of Ohio and The University of Toledo from 2005 to 2006, Dr. McMillen played a key role in guiding the merger legislation through the Ohio legislature that created the combined University of Toledo. Assuming a leadership role at the new institution, he worked on initiatives in strategic planning, sustainability, economic development, and relations with the Ohio Board of Regents. Dr. McMillen received his Ph.D. in English from Ohio University in 1976. He also earned a Master’s degree in English and Creative Writing from Ohio University in 1972 and a bachelor’s degree in English from University of Wisconsin at Stevens Point in 1969. He has a faculty appointment in the Department of Psychiatry from the University of Toledo. Dr. McMillen is the author of two books: a novel, Sticks (Sleeping Bear Press, 2000) and a non-fiction book, From the Campus to the Capitol (Johns Hopkins University Press, 2010). He authors a column about higher education and government relations, "The Party Line," under the name Peter Onear for The Chronicle of Higher Education. He also has published articles, fiction and poetry in literary magazines and academic journals. Dr. McMillen and his wife, Barbara, who is a retired faculty member and creative writer, live in Perrysburg. They have two grown sons. |
