| 1. NIH Policy on Late Submission of Grant Applications |
|
NIH expects that grant applications will be submitted on time. Standard dates are
listed at: http://grants.nih.gov/grants/funding/submissionschedule.htm.
- For applications that are required to use paper format these are submission
or postmark dates, applications are on time if they are sent on these dates.
- For applications that are required to use electronic submission this requires
successful submission to Grants.gov by 5 p.m. local time on the date indicated.
- For both paper and electronic submissions, when these dates
fall on a weekend or holiday, they are extended to the next business day. However, Requests for Applications (RFAs) and
Program Announcements with Special Referral Considerations (PARs) with special receipt dates always must
be received (by Grants.gov for electronic applications and the Center for Scientific Review for paper applications) on
the dates designated in the announcement to be on time. This is clearly noted in the website above and in the text of
each RFA/PAR.

| 2. Using COS to Save and Track your Funding Opportunities |
|
Did you know you can now save up to 40 funding searches to your COS Workbench? At the top of any funding search results
page, choose Save this Search and it will appear on your COS Workbench, below in the Your Saved Funding Searches
section. From your workbench you can run, edit and delete your saved searches, and for COS Funding Alert users, set your COS
Funding Alert email preferences, too.
Even better, you can also share any saved search with other COS users. Just
click the Share link for the saved search on your COS Workbench, enter up to 5 email addresses, and click Send.
Your colleagues will receive a dynamic URL link that they can click to run the search, and then save themselves. You can even
send a link to yourself and embed it in HTML code to create a link to your search on a webpage.
Now you can track up to 200 funding records. To use, simply click Track this record at the top of any funding
record. You can also Tag your tracked records with whatever terms you like. All your tracked records will appear in the Your
Tracked Funding Records section of you COS Workbench, where you can view, edit and delete them. You can also sort your
tracked records by clicking a tag from your tags list, and then Share those records with other COS users.
Plus,
COS Funding Alert users can choose to receive email alerts when a tracked record is updated in our database. Just
check the Alert Emails check box next to tracked records on your COS Workbench.

4. Should institutions apply the PHS Policy to all animal activities regardless
of the source of funding?
|
|
There are many valid reasons for institutions to perform program oversight institution-wide using uniform and consistent
standards for animal care and use. Likewise, it is generally impractical to separate activities based on the source of
funding. Institutions must implement the PHS Policy for all PHS supported activities involving animals, and must ensure
that any standards that might not be consistent with PHS Policy do not affect or pose risks to PHS supported activities.
Itis permissible for institutions to delineate animal areas that are programmatically and functionally separate and that do
not
support PHS animal activities such as a herd of beef cattle used for food production or a stable of riding horses. The
Assurance should explicitly reflect the exclusion of any specific area or activity. [A1, A3, A4]
The University of Toledo IACUC Policy and our Assurance(s) state that PHS Policy will apply to all live animal activities
regardless of the source of funding.

The
previous static listings for browsing published NIH Guide announcements have been replaced with real-time database query listings
that retrieve only active Requests for Applications ( RFAs ) and Program Announcements ( PAs ), based on the expiration dates
stated in those announcements. The new listing for NIH Guide Notices displays Notices published over the last two years, by
default, since expiration dates are not currently assigned to these announcements. Links to these new resources are available
from
the main NIH Guide Funding Opportunities and Notices page ( http://grants.nih.gov/grants/guide/index.html
).
All announcements (active plus
inactive) in each category may also be viewed by using selections in the drop-down box at the top of each listing page.
Clicking on header links allows re-sorting of lists. In addition, a new Ad Hoc NIH Guide Database Search page http://grants.nih.gov/grants/guide/search_guide.htm is
available, which allows for individualized queries with various selection criteria.
