David O. Dabney, C.P.A., C.I.A.

David O. Dabney, an award-winning financial affairs professional whose 38-year career spans such diverse environments as banking, private corporations, state investment, and higher education, joined The University of Toledo as Vice President for Finance in April 2008.

Mr. Dabney is responsible for: Auxiliary Services, Budget Office, Controller, Internal Audit, Information Technology, Supply Chain Management, and Treasury. In addition, he is involved with the University Foundation’s Real Estate Corporation and the University’s economic development activities through the Innovation Enterprises operation.

Dabney brings to The University of Toledo experience in a number of higher education settings. Before joining the university, Dabney served as treasurer at DePaul University in Chicago, Illinois, Director of Financial Services at the University of Texas at Tyler, an internal auditor with the University of Texas system, fiscal manager for the Child Care Management Services contract at Trinity Valley Community College in Athens, Texas, and an instructor of economics and finance for Le Tourneau University.

Dabney worked in state government as chief financial officer at the Texas Treasury Safekeeping Trust Co. in Austin, Texas, that was responsible for investing the excess funds of the state and thirteen state endowments.

Dabney is a certified public accountant, a certified internal auditor, and a certified investments and derivatives auditor. He earned a bachelor’s degree in finance and an MBA in finance and banking from the University of Missouri at Columbia.

He began his career in banking at Indiana National Bank in Indianapolis in 1972. In 1974, he joined First City National Bank of Houston, serving on the bank’s senior credit committee and data processing priority committee. In 1981, he joined a subsidiary of Southwest Bancshares, progressing to senior vice president responsible for credit and loan operations and the lending staff.

A member of the national business honor society Beta Gamma Sigma, Dabney has received the Missouri Bankers Association Scholarship, the Wall Street Journal Award, and the Accounting Professional Recognition Award. He has served on several community boards, including his neighborhood’s municipal utility district board of directors, ARC of Tyler and Child Evangelism Fellowship of Smith County. In addition, he was a member of Houston Community College's Accounting Advisory Committee. He also has served his community as treasurer of several churches and other not-for-profit organizations.
