Phoebe Ballard

Phoebe has worked with UT’s instructional design and development team since July of 2003. She is a two-time graduate of The University of Toledo, earning a B.A. in photography in 2000, and a M.Ed. in educational technology in 2006. She currently serves on the board of directors for the Collegian Media Foundation — the non-profit board for The Independent Collegian — and is a faculty advisor for UT’s Student Media Association. 

Phoebe has been active in Quality Matters (QM) since 2011 and holds a number of QM certifications for Higher Ed, K-12, K-12 Publisher, and Continuing and Professional Education (CPE). She is an active member of QM Instructional Designer Association (IDA) Leadership Team and the Ohio QM Consortium's Executive Committee, and currently serves as a system lead and professional development coordinator for the state. 

In 2013, Phoebe was named the Emerging Outstanding Alumna for UT’s College of Communication and the Arts.  She is also a two-time recipient of a Blackboard Catalyst Award for Exemplary Course design, and co-developed one of the first courses at UT to obtain Quality Matters Recognition. 

Prior to joining The University, Phoebe served as an instructor with the Toledo Museum of Art, and an art and music specialist with Toledo Public Schools. In her free time, she enjoys teaching online and web-assisted art and communication courses for UT’s College of Arts and Letters, and online faculty development courses for UT Online. She currently lives in Toledo with her husband and a capricious cat.
