Biographical/Historical Sketch

1852: City council passes ordinance establishing a volunteer police force

 

1866: Metropolitan police system established under control of Board of Police Commissioners appointed by Governor

 

1881: Department reorganized, with elections for the Board following initial appointments

 

1915: New city charter gives Chief of Police exclusive authority in disciplining patrol-

Men; Director of the Department of Public Safety acts as check to his authority

 

Scope and Content Note

The collection consists of various records and reports spanning the years 1899-1937.  They have been divided into three main series.

 

Series I: Daily Reports for Duties. Contains largely routine reports submitted by individual officers.

  

Series II: Misc. Reports. Perhaps the most significant records, the miscellaneous reports, which cover the years 1908-1913, consist of crimes reported to the police.  Each entry is identified by a unique number and a brief description of the incident.  An index of complaints is also contained in each volume.

 

Series III: Other Records are oversize volumes that consist of the matron’s records from 1903-1906, which lists all women and juveniles detained in the city jail.  Arranged chronologically, each entry includes the date and time of incarceration; name, age, sex, and residence of the offender; cell to which the person was assigned; remarks, chiefly of a personal or incidental nature; and the date and time of release.  An index of those jailed is included, but only for the first thirteen months covered by the volume.  Also in this series are stolen auto reports; a police applicant register from 1899 listing those both accepted and rejected, along with reasons for rejection; and a volume of lieutenants’ and sergeants’ reports, which records the patrolmen’s daily assignments.  These materials are also oversize.
