Scope and Content Note

 

This series contains files on proposed legislation and resolutions brought before Toledo City Council.  The files were maintained by the Office of the Clerk of Council. The legislation and resolutions were not approved by Council, and did not become ordinances.  The proposals were either forwarded to other departments for action (usually the City Manager or Mayor) or failed to receive positive votes from a majority of Council members and were defeated.

 

The files include a summary sheet detailing the actions taken on the proposal and the dates of those actions.  Also included is supplemental and supporting documentation regarding the proposal.  This includes correspondence from citizens or city officials, memoranda, reports, newspaper clippings, published materials, and occasionally, transcripts of City Council meetings where the proposal was discussed.

 

The files are arranged roughly in alphabetical order by keyword or subject as determined by the Clerk's Office.  Numerous subjects may be filed within a single alphabetical category.  Files numbered 1-19 within each letter are most likely to contain numerous subjects beginning with that letter of the alphabet.  For example, R-1 contains information on proposed legislation regarding poor relief, police radar, and rubbish collection.  Beginning with the number 20, each proposal received a unique number.  Notations cross- referencing other files on a subject are occasionally written on the files.

 

There is no consistent pattern as to how keywords or subjects were assigned and the files categorized.  Each clerk used his own system for assigning an alphabetical category.  The one consistent categorization is Z, where all zoning requests are filed.
