What's New? 

To further advance our goal to improve parking operations and services and continually respond to feedback, additional changes and enhancements will be made during the 2019-20 fiscal year. These changes include new programs, procedures and software that will benefit students, faculty, staff and guests.  


Registered UToledo permit holders may park in most lots after 4 p.m. to 8 a.m. Monday through Friday. UToledo parking permits are still required to park on campus.

Exceptions Include: 
  • Reserved, disabled and metered spaces are enforced 24/7
  • Lots: 14, 27C
  • Lots: 25N, 27A (no overnight parking from 1 a.m. to 6 a.m.)
  • Patient lots


The streamlined appeal process will improve response time and enhance customer service. See details below:

  • All parking violations must be paid or appealed within ten (10) calendar days from the date of issuance.
  • A $10 late fee will be applied if payment is not received within ten (10) calendar days of issue or notification date
  • Elimination of second appeal that will improve response time
  • Ticket Forgiveness program for first eligible violation, when appealed
  • Delayed payment of 30+ days from the issue or notification date may result in additional fees and notification sent to UToledo Collections Department
  • Illegally parked in disabled space
  • Illegally parked in reserved space or lot
  • Unauthorized access to restricted areas
  • Parked in a  fire lane
  • Failure to register vehicle
  • Parked or driving on grass or landscaped area
  • Parked or driving on sidewalk
  • Parked on crosswalk or curb-cut
  • Parked in roadway
  • Parked in a no-parking or tow-away zone
  • Parked in expired metered/zoned space 
Ticket Forgiveness Program

The Ticket Forgiveness Program is designed to educate the UToledo community on parking policies and procedures to minimize future violations for students, faculty and staff. It is a self-directed online education opportunity that allows any active student, employee or affiliate to waive their first appeal for an eligible violation for the academic year (August - July.)

eligible violations include:
  • Failure to register: failure to register for a UToledo parking permit
  • Failure to update parking registration : failure to enter vehicle information correctly
  • Failure to observe posted parking restrictions: parking outside of permit limits
  • View of license plate obstructed: license plate not facing drive aisle  
  • Expired meter: failure to pay meter or payment time expired
  • Failure to update: $10
  • Illegally parked in a reserved space/lot: $100
  • Unauthorized Access: $100


Effective 2019-20 academic year, student rates will remain the same and there will be a minimal annual parking fee increase for general faculty and staff permit types. To see all effected permit types and rates, see chart below.

Please Note: The E-Executive permit has been discontinued. Employees may opt to upgrade to the E-Reserved or purchase an A Employee Permit.


The guest parking daily rate is $5, the permit can be purchased at Daily permits purchased by guest allows them to park in C lots within a white-lined space. This permit cannot be used to park in metered spaces, these require a separate payment. 


All vehicles parked on a University campus will be assessed a $5 parking fee. There are two payment options for department guests while visiting a UToledo campus. The department may elect to cover the cost of the guest permit or advise the guest to purchase a permit at When a permit is purchased by the guest, the guest will receive a C permit. When the permit is purchased by the department, the guest will receive an A permit. For more information regarding lot types, please click here

Affiliate Communication

It is the goal of parking services to communicate with all customers in an expeditious and efficient manner. Affiliates are required to provide their email address when purchasing a parking permit. All communications regarding parking will be sent via the provided email address during active affiliation. 

New Technology

Park Mobile

Park Mobile is a new parking app, currently used in Downtown Toledo and by many cities across the U.S., enabling drivers to more easily pay for metered parking on their smart device (or by calling a phone number). Coming spring of 2020, the Park Mobile offerings will be expanded. Click here to learn more.

Parking management system 

An enhanced parking management system will be implemented over the next academic year. It will expand the functionality across our campuses and improve customer service.
