Introduction
This collection consists of material created by the activity of Congressman Ed Weber’s office during his tenure in the 96th Congress. All material, with the exception of a few earlier published items in the collection, dates from 1980 to 1983. Weber was assigned to the House Banking Committee and to the House Small Business Committee. Banking and small business material, together with concerns specific to the Ninth Congressional District (Toledo and most of Lucas County), comprise most of the papers in which most researchers will probably be interested.
There are no restrictions on the use of, or access to, this collection. Researchers who wish to publish quotations from correspondence generated by Ed Weber, however, must obtain permission from Weber.

Scope and Content Note
Ed Weber, a respected Toledo attorney, was elected to Congress in 1980 on the Republican ticket, upsetting the normally Democratic voting pattern of the ninth District, consisting of Toledo and most of Lucas County. Weber’s victory was occasioned primarily by the heavy vote for presidential candidate Ronald Reagan. Yet Weber’s large margin over Democratic incumbent, Thomas Ludlow Ashley, a veteran with a solid record, indicated that Toledo voters were not satisfied with Democratic policies. Clearly, then, Weber had a strong mandate with which to support his views.
He supported Reagan’s economic program, including programs for supply-side tax reform; a balanced budget; temporary lowering of the minimum wage; and tax incentives for savings and investment. He favored regulatory reform for Federal agencies; a stronger defense; immediate decontrol of gasoline, oil, and natural gas; tax credits for conservation; block grants as aid to cities; a strong military posture as an essential element in foreign policy, he opposed any reduction in Social Security benefits; and called for a “re-examination” of the welfare system.
Once in office, Weber assumed Ashley’s memberships in the House Banking and Small Business Committees. Much of the material in Weber’s papers, not surprisingly, concerns economic issues. The Banking Committee files include testimonies from economists on monetary policy, interest rates, credit, debt management by the Department of Treasury, mortgage rates, and other issues important to the Reagan administration’s concerns with economic policy. Other economics-related material is contained in the Legislation series, which contains files on new bills and resolutions.
The Edward F. Weber Papers are divided into nine series:
The first series, Legislation, consists mainly of letters from other congressmen, largely Republicans, wishing to get Weber’s support for a particular bill. Gary Griffith, one of Weber’s two legislative assistants, had responsibility as congressional liaison for attending meetings and hearings on new bills. Many papers in this series bear his authorship; Weber frequently annotated Griffith’s notes and letters from Congressmen.
One of Weber’s primary concerns was to secure more business and Federal grants for his home district. The series Special Issues includes material such as correspondence and clippings on issues specific to Toledo and Lucas County, including TARTA, the Port of Toledo, various Toledo businesses, and Toledo redevelopment. Local issues also loom large in the Photographs, Clippings and Press Releases series.
The largest series is issues, arranged alphabetically by topic. Most of the material consists of letters and publications from lobbyists. Some government publications from these files have been removed. Weber’s other assistant, Christopher A. Rizzuto, was responsible for maintaining these files. The largest topics include: the budget for Fiscal Year 1982; defense, including the C-5/Boeing 747 debate; energy issues, especially deregulation of natural gas; housing; and taxes. Rizzuto typically would underscore important points in the letters and publications of lobbyists and others for Weber to peruse. Also important in this series are the Congressional Research Service reports.
Weber authored one resolution, H. Res. 264, which required reports for foreign travel by Congressional members, officers, and employees; and two bills, H. 4858, which would establish a policy to promote commerce on inland seaports, and H. 5168, which would restrict Social Security benefits paid to aliens living in other countries. Material on this resolution and the bills can be found in Legislation series.
A certain amount of material relating to the 1980 campaign and to Weber’s efforts to keep in touch with his constituents, such as his “town meetings,” is kept in the Administrative series. Also worthy of mention are letters from constituents, which detail their particular concerns. But local political material is conspicuously absent.
Most material dates from 1981. Although there is considerable material from 1982, it is clear that his unsuccessful re-election campaign occupied much of this time that year. There is no material relating to the 1982 campaign, however.
