Phillip Flapp CockrellPhillip “Flapp” Cockrell, Ph.D.

Phillip "Flapp" Cockrell assumed the role of vice president for student affairs in January 2018, having previously served in the role on an interim basis since June 2017, and as UToledo's associate vice president for student affairs and dean of students since April 2016. In July 2019, Dr. Cockrell received the title of vice provost to strengthen and enhance co-curricular initiatives with the academic enterprise. Just prior to joining UToledo, Cockrell served as associate vice provost for student affairs at Jackson State University, Mississippi.

Affectionately known as Dr. "Flapp", he holds a bachelor of science in family studies from Mississippi University for Women, a master of science in educational leadership/student affairs administration from Florida International University, and a doctor of philosophy in urban higher education from Jackson State University. Additionally, he has toured and studied higher education policies and practices abroad – in England, Scotland and Ireland. Over the past 15 years, Cockrell has worked as an academician and practitioner within the field of student affairs at The Ohio State University, Mississippi University for Women and Jackson State University.

A product of the Mary Holmes Junior College – Upward Bound Program, Dr. Cockrell's scholarly research interest centers on the experiences of first-generation and low-income college students of color within postsecondary institutions. He credits the Upward Bound Program for saving his life and introducing him to a world of possibilities to be global citizen and leader. As a past chairperson for the American College Personnel Association (ACPA) – Pan African Network, Cockrell was actively engaged in advocating on behalf of students and professionals from underrepresented populations, as well as assisting with programming efforts at colleges and universities nationwide. During the 2019 ACPA Convention, Dr. Cockrell was awarded the ACPA Advocacy and Erica Holloman Awards for his contributions to the association.

He's a life member of Phi Beta Sigma Fraternity, Inc., where he most recently served as the Great Lakes Region – Director of Education. In 2018, Dr. Cockrell was honored by his students at UToledo with honorary membership into the Blue Key National Honorary for his "You Matter at UToledo Campaign" and dedication and commitment to student safety, student well-being and student success. Most recently, Dr. Cockrell was honored by his alma mater, Mississippi University for Women, with the 2020 Service Award.

Dr. Flapp is the proud godfather to four amazing, beautiful and awesome children – Deon, Delia, Langston and Noah.
