- Health Equity Assessment of the Toledo-Lucas County Health Department (TLCHD): HERC received a grant from the TLCHD to assess TLCHD’s organizational capacity for addressing health inequities. Surveys and interviews will be utilized in this assessment to also identify areas of strength and areas for improvement, within the scope of this evaluation.
