Biographical Sketch  

A native of Toledo, Linda Furney attended Sylvania High School, and earned a Bachelors in Science from Bowling Green State University in 1969. She began her career as an English teacher at Whitmer High School in Toledo until 1972, when taught at American School in Rio de Janeiro, Brazil for two years. When she returned to the United States in 1975, she entered the Holiday Inn management program. Two years later, she resumed her teaching career in Springfield Local Schools as a Vocational Home Economics teacher.

Furney's political career began in 1979 when she was elected President of Ohio National Organization for Women. She was also elected to the Toledo Board of Education in 1982 and to Toledo City Council in 1983. She began her first term as Ohio Senator in 1986, winning re-election for four consecutive terms.

AsOhio Senator, Furney has been ardent in expressing her family and community orientated concerns for the quality of life of Toledoans in the Senate. She has focused her work on environment, education, labor, and women and children's health issues, introducing ten bills in her first term, including Senate Bill 110 which requires educational materials and textbooks for school districts and nonpublic schools to be free of sex bias and sex-role stereotypes, Senate Bill 224 which extends the protection of Ohio's law against age discrimination to people over 70 years of age, and Senate Bill 314, which restricts importation of out of state hazardous waste.

Senator Furney's civic interests can also be seen in the Senate and special committees which she has served on, and the organizations with which she is affiliated. She is the ranking minority member of Education, Retirement and Aging Senate Committee, and serves on the Senate Finance Committee, Reference and Oversight Committee, and Rules Committee. She has also served on the Legislative Committee for Education Oversight, Education Goals and Strategies Commission, Governor's Task Force on Head Start, and National Conference of State Legislators. She is the project director of Ohio's Investing in People Project, a School-To-Work effort, which promotes the coordination of all School To Work Programs statewide and provides vocational education experience for Toledo's students to effectively compete in the workplace. She is also the facilitator for Ohio Women and Children's Budget Coalition, is active in Ohio Democratic Party, ACLU, AAUW and is a life member of NAACP and NOW.

Asa result of Senator Furney's activism and involvement in the community, she has earned the Foundation Award from the ACLU of Ohio, the Citizen Award from the Ohio Association for the Education of Young Children, the Stanley K. Levinson Award from Planned Parenthood of Northwest Ohio, and Special Recognition from the Lucas County Board of MR/DD.

 

 

Scope and Content Note

    

            The materials in this collection consist of the legislative files of Linda Furney compiled during her time in office as Ohio Senator. These files are divided into 28 series: I. Roll Call Votes, II. House Bills, III. Senate Bills, IV. Legislative Bills, V. Draft Legislation, VI, Second Tier Legislative Ideas, VII, Third Tier Legislation, VIII. Environment, IX. Education, X. School Funding, XI. Economy, XII. Women and Children's Budget Coalition, XIII. Investing in People/ School-To-Work Programs XIV. Workforce Development, XV. Energy, XVI. Correspondence, XVII. The Roll Call Votes are arranged by general assembly number and consist of roll call votes on bills by the senators. The House and Senate Bills are arranged by general assembly number in numerical order and consist of amendments, correspondence and articles about the bills. The Legislative Bills, Draft Legislation, Second Tier Legislative Ideas, and Third Tier Legislation also are arranged into amendments, correspondence and articles where applicable.

The Environment Series is divided into subseries, including the Envirosafe/Fondessy facility, Brownfield Cleanup, air quality standards, and miscellaneous files. Each subseries consists mainly of correspondence, articles, testimony, information, hearing transcripts, and amendments on hazardous waste, hazardous waste facilities in Ohio, deregulation of air standards, and water issues.

The Education Series is comprised of ten subseries: School Standards, Teacher Licensure Standards, Vouchers, Budget, Miscellaneous, School Net, Educational Reform, Ohio board of Regents, Early Education Meetings and Head Start. They contain correspondence, amendments and articles. The School Funding Series contains legislative materials, testimony and budget files concerning educational programs and wealth based disparities in education.

The Economy Series is divided into two subseries: Toledo Development, which contains materials and correspondence to increase business in Toledo, and Local, Jeep which contains plans to keep the Jeep plant in Toledo.

Women and Children's Budget Coalition is an organization which lobbies for more of the state and federal budget to be spent on programs for women and children. The files included in this series are meeting minutes, budget reports, correspondence, and campaign strategies.

The thirteenth series is the largest series of this collection, and it is comprised of the files of the two labor programs, Investing in People Program and the School-To-Work Program. This series is divided into twenty-one subseries: Meeting Minutes, A-Team, I-Team, 1st Policy Institute, Workforce Policy Institute, Governance and Structure, Ohio's Vision for a School To Work Program, Pilot Project, Regional Alliances, National Alliance of Business, National Conference of State Legislatures, Legislative Briefings, Partners, Correspondence and Contracts, Papers, Youth Apprenticeship Programs, Hospitality and Tourism Program, STW Programs, Budget and Grants, STW Materials, and Printed Materials. Also related to IPP is the fourteenth series, Workforce Development, another labor program. The Workforce Development Series is divided into Welfare Reform, One Stop, WFD Information, Study Committee, Hearings, Re-Engineering Project, Miscellaneous, Printed Materials and Workforce Investment Act.

The Energy Series is comprised of files dealing with utility companies and the rising cost of utilities. Subseries include deregulation of the electric industry in Ohio and the Public Utilities Commission of Ohio..

Correspondence is comprised of letters to Senator Furney from constituents, organizations, and people requesting references, as well as letters of reply from Senator Furney. The correspondence is arranged in alphabetical order and chronologically within each folder.

The Community Group Awards and Community Group Series contain files pertaining to award applications and nominations, correspondence and campaigns pertaining to community groups of Toledo.

The nineteenth series, Ohio Democratic Party, consists of rosters, bylaws, and platforms. The twentieth series, National Conference of State Legislatures, is divided into four subseries: Annual Meetings, Assembly on Federal Issues, Assembly on State Issues, and Miscellaneous. Files also pertaining to NCSL dealing mainly with its involvement in the School-To-Work Program can be found under the series IPP/STW.

The twenty-first through the twenty-third series are related in that they pertain to Senator Furney's Campaign and Re-election. They are the Fundraising series, which contains invitations, invoices, and donations to Senator Furney's campaign; the Campaign Series, which consists of yearly reports and her, campaign treasurers' files; and the Media Series which contains Speeches, Biographies, Resumes, Press Releases, and Columns.

The Issue series contains articles and some correspondence about particular issues that Senator Furney and her constituents were interested in, including organizations, labor and educational programs, the budget, and other issues in legislation.

The Budget Series consists of bills and files from the Legislative Budget Office concerning funding. The Ohio Department of Development Series consists of printed material, correspondence and information.

The Miscellaneous Series is comprised of files that did not fall under any other category listed above. These files includes the Governor's State of the State, files from the Senate Finance and Financial Institution Committee, and appointment books.

The final series, Transportation, has been divided into three subseries: Ohio Turnpike Commission, Railroad, and Toledo. These files deal with toll increases, railroad crossing safety, and Toledo road construction respectively.
