Historical/Biographical Sketch

During the years 1935, 1954, 1956, 1959, 1963, 1965, and 1966, levies were presented to the residents of Lucas County and the City of Toledo to raise money and decide issues.

The 1935 campaign sought a 55 mill levy for the University which was defeated November 5th, 1935 with a vote of 25,087 for and 30,160 against.

The 1954 campaign sought a 35 mill levy from Lucas County residents and in return the University would drop its practice of charging non-Toledo Lucas County residents more for tuition. It was defeated by a vote of 31,160 against and 12,587 for on November 2nd, 1954.

The 1956 campaign sought a 2 mill levy that would be sued by the city to make improvements in public areas including the University. It was defeated May 8th, 1956 with 45,189 against and 16,159 for.

The 1959 campaign sought a 2 mill levy that was approved October 6th, 1959 with 28,929 against and 29,064 for.

The 1963 levy was a state issue to raise $250 million for higher education, high schools, roads, and recreation facilities. It passed November 5th, 1963.

The l965 levy was a $290 million bond issue that would provide $7.5 million for the state medical college in Toledo and $6 million for community and technical college at UT. The issue passed on May 4th, 1965. 30,702 for and 16,353 against.

The 1966 campaign called for the changing of the University from a municipal school to a state school. The issue passed on May 3rd, 1966, allowing UT to become a state school on July 1st, 1967.


Scope and Content Note

This collection contains materials for the levy campaigns in the years 1935, 1954, 1956, 1959, 1963, 1965, and 1966. While the campaigns in the early years only deal with money, the 1966 campaign proposed changing UT from a municipal school to a state school.

The material in this collection is arranged chronologically by campaign as much as possible, but some items cannot be dated. Items of this sort have been placed in a separate folder within the same folder. Campaign fliers, leaflets, posters, and the like have also been filed separately in the same file.

Campaign buttons for the 1959 and 1963 campaigns have been removed and placed in the University Archives Artifact Collection.
